§ 3. Who can take part
1. A Public entity whose employee holds a Certificate may take part in the Academy.
2. An employee of a Public entity who holds a Certificate may become a Leader. Participants of the September - October 2026 training cycle whose certificates were issued without numbers receive a number on request submitted via the contact form on the Organiser's website.
3. No more than 2 Leaders from one Public entity take part in the Academy. One Certificate entitles the holder to one Registration.
4. In the 2027 edition, the Organiser accepts 30 Public entities in order of Registration. Further applications are placed on the Reserve list.
5. Participation in the Academy does not require an IT background.
§ 4. Registration
1. Registration runs from 9 November 2026 to 15 January 2027, until 23:59.
2. Registration takes place only via the Form. The Leader provides the Certificate number and surname, which the Organiser checks against the certificate register, and the details of the Public entity.
3. The Leader declares that the Public entity belongs to the public finance sector within the meaning of Article 9 of the Public Finance Act and accepts these Terms and Conditions.
4. The first Leader from a Public entity names the Signatory: first name and surname, position, e-mail address and method of signature.
5. After submitting the Form, the Leader receives an application number and a confirmation at their e-mail address.
6. The Organiser verifies the Public entity within 2 working days of Registration. After positive verification, within the same period, the Organiser sends the Licence Agreement for signature and the SAIE Licence certificate by e-mail to the Signatory and the Leader. If the Entity does not meet the conditions set out in § 3, the Organiser refuses to accept the Registration and informs the Leader and the Signatory accordingly. The released place goes to the first Entity on the Reserve list.
7. When a place becomes available, the Organiser informs the Entity on the Reserve list by e-mail and sends the documents referred to in paragraph 6. The order of applications on the Reserve list applies. The Entity from the Reserve list sends the signed Licence Agreement within 7 days of that message, and no later than 22 January 2027. The Organiser may offer a place released after 22 January 2027 to an Entity on the Reserve list with a deadline of 27 January 2027 for sending the signed Licence Agreement.
§ 5. Licence Agreement and SAIE Licences
1. Each Public entity accepted into the Academy receives one pack of 5 SAIE Licences, regardless of the number of Leaders.
2. The Organiser grants the SAIE Licences free of charge, as trial licences for testing, under the Licence Agreement. In the event of any discrepancy between these Terms and Conditions and the Licence Agreement, the Licence Agreement prevails. The Organiser's liability and the availability terms of the SAIE Licences are set out in the Licence Agreement.
3. The Licence Agreement is signed by the Signatory, with a qualified electronic signature or by hand (scan). A copy of the authorisation is attached to an agreement signed by an authorised person.
4. The Entity sends the signed Licence Agreement to office@allclouds.pl by 22 January 2027. The Organiser sends a reminder of the deadline on 19 January 2027.
5. If the Entity does not send the signed Licence Agreement by 22 January 2027, its place goes to the first Entity on the Reserve list (§ 4(7)), and the Leaders of that Entity do not take part in the Academy.
6. The Organiser activates the SAIE Licences on 4 January 2027 if the Licence Agreement is received by 18 December 2026, and in other cases within 3 working days of its receipt.
7. The SAIE Licences are valid from 1 January to 31 December 2027 and expire without automatic renewal. Participation in the Academy and the SAIE Licences do not oblige the Entity to purchase any services or products from the Organiser.
8. The accounts are given to the Leaders and to employees named by the Public entity: with 2 Leaders, 3 employees; with 1 Leader, 4 employees. The accounts belong to the Public entity and are used solely for work in the Entity; they do not constitute a benefit for the Leader or other employees.
9. The Entity's accounts and documents are stored in the Organiser's data centre in Poland. Each account has an annual Twin:Coin budget for work with AI models. The Organiser provides e-mail support on working days.
10. Before the SAIE Licences expire, the Entity may download its documents and configurations. The Organiser deletes the Entity's data from the SAIE environment by 30 January 2028.
§ 6. Workshops
1. The Academy comprises five online workshops on Thursdays: 28 January, 11 February, 25 February, 11 March and 25 March 2027. Topics: knowledge base and search engine for orders; reply to a resident's letter; minutes of a council session; reports for the treasurer; assigning incoming correspondence with an agent.
2. Each workshop lasts 3 hours with a break, from 10:00 to 13:00. If more than 30 Leaders register, the Organiser creates a second group, from 13:30 to 16:30. The Organiser sends the group allocation and the workshop links by 25 January 2027.
3. At the workshop, the Leader builds one AI use case on their SAIE account and, before the next workshop, launches it in the Public entity and completes the Use-case card.
4. The workshops are not recorded. After each workshop, the Leader receives step-by-step instructions and the leader pack materials. When a workshop runs in two groups, the Leader may join the other group.
5. The workshops use publicly available documents (orders and resolutions from the Public Information Bulletin, recordings of public council sessions) and anonymised examples prepared by the Organiser. The Leader enters documents containing personal data into SAIE at the Public entity, in accordance with the Entity's rules and the data processing agreement.
6. The Organiser may change the date of a workshop for important reasons and informs the Leaders by e-mail in advance.
7. Participation requires a computer with internet access and a web browser.
§ 7. Leader certificate
1. The AI adoption leader certificate is awarded to a Leader who takes part in at least 4 of the 5 workshops and submits the Use-case cards.
2. The Organiser sends the Leader certificates in PDF format to the Leader's e-mail address after 25 March 2027, no later than 15 April 2027.
§ 8. Materials and rights
1. The Academy materials (leader pack: script for a 30-minute internal training session, editable slides, instructions for employees, safe AI work card, checklist before launching a use case, exercises) are available in the Academy knowledge base on the Leader's SAIE account.
2. The Public entity may use the materials free of charge and indefinitely, edit them and add its own examples, solely for training its own employees. The Entity may not make the materials available or sell them to other entities.
3. SAIE, TWIN:DESK, PROXY:AI, CDF and LIDER:AI are designations of the Organiser.
4. Rights to the documents and data that the Entity enters into SAIE belong to the Entity. The Organiser processes them solely within the scope of the Licence Agreement and the data processing agreement.
§ 9. Fees
1. Participation in the Academy, the materials and the SAIE Licences for 2027 are free of charge. The SAIE Licences are trial licences, made available for testing, and are not sold.
2. Costs on the Entity's side (equipment, internet connection, participants' working time) are borne by the Entity.
§ 10. Personal data
1. The Organiser is the controller of the data provided in the Form and in correspondence about the Academy.
2. The Organiser processes the data for the purposes of Registration, organising the Academy, concluding and performing the Licence Agreement with the Entity and issuing Leader certificates, on the basis of legitimate interest (Article 6(1)(f) GDPR), and to comply with legal obligations (Article 6(1)(c) GDPR). The newsletter requires separate consent (Article 6(1)(a) GDPR) and is not a condition of participation in the Academy.
3. The Organiser processes the data that the Entity enters into SAIE as a processor, under the data processing agreement.
4. The Organiser stores the data from the Form until the end of the 2027 edition and settlement of the Licence Agreement, and thereafter for the limitation period for claims.
5. Data subjects have the right of access to their data, rectification, erasure, restriction of processing and objection, and the right to lodge a complaint with the President of the Personal Data Protection Office (UODO). 1. A Leader or a Public entity may withdraw from participation by sending a message to office@allclouds.pl.
2. The Entity may name a new Leader holding a Certificate by sending a message to office@allclouds.pl. The Organiser confirms the change by e-mail.
3. The place of an Entity that withdraws by 27 January 2027 goes to the first Entity on the Reserve list; after that date, the place does not pass to the Reserve list. If the Entity withdraws after the SAIE Licences have been activated, its SAIE Licences remain active until 31 December 2027.
§ 12. Complaints
1. Complaints concerning the Academy may be submitted to office@allclouds.pl, with a description of the matter and the application number.
2. The Organiser considers a complaint within 30 days of receipt and replies by e-mail.
§ 13. Final provisions
1. The Organiser may amend these Terms and Conditions for important reasons, in particular changes in legislation or dates. An amendment does not limit the rights of Entities accepted into the Academy. The Organiser informs the Leaders and Signatories of any amendment by e-mail.
2. Matters not regulated herein are governed by Polish law, in particular the Civil Code.
3. Disputes are resolved by the court having jurisdiction over the Organiser's registered office.
